Jaquie “JAX” Colgan brings nearly three decades of leadership experience in capital programs, infrastructure, utilities, and construction to her new role as Director of Project Management at Pierce Powerline Co. A seasoned and highly respected leader, JAX has built her career managing complex, high-value programs and delivering measurable results in fast-paced, high-stakes environments.
Prior to joining Pierce Powerline Co., JAX served in several key leadership roles at the Metropolitan Atlanta Rapid Transit Authority (MARTA), where she most recently acted as Director of CIP Budgeting. In this capacity, she led the development and Board approval of a $7 billion, 10-year capital improvement program, while strengthening financial governance, improving project controls, and ensuring accountability across a portfolio of more than 170 projects. She was instrumental in implementing change control standards, restoring critical planning initiatives, and improving transparency through reporting and tracking systems.
As a Senior Project Manager at MARTA, JAX supervised a team of more than 20 project managers, championed staff development, and established performance-driven processes that enhanced financial accuracy and project delivery. Her earlier work as Project Manager II saw her successfully deliver major transit initiatives, including multimillion-dollar expansion and infrastructure projects, along with large-scale organizational relocations requiring complex stakeholder coordination.
JAX’s experience extends deep into the utility sector, where she previously managed nationwide capital programs at Osmose Utility Services and directed national deployment operations at LMI Systems. Throughout her career, she has demonstrated a unique ability to align cross-functional teams, introduce process improvements, and drive operational efficiency while maintaining a strong focus on safety, compliance, and stakeholder engagement.
A certified Project Management Professional (PMP) with a strong foundation in finance and accounting, JAX is known for her strategic mindset, collaborative leadership style, and commitment to mentorship and community engagement. Her passion for developing people and improving systems is matched by her ability to deliver large-scale programs with precision and accountability.
